Background
The ASEAN Circular Economy Stakeholder Platform (ACESP) is seeking an experienced consultant to lead a Social Network Analysis (SNA) and stakeholder mapping initiative. This project supports Strategic Sector Cooperation (SSC) in Extended Producer Responsibility (EPR), waste segregation, and circular waste management systems across the ASEAN region.
With a growing number of circular economy initiatives across Southeast Asia, there is an urgent need to identify key actors, map collaboration networks, and uncover opportunities for policy harmonization and regional cooperation. This assignment will support evidence-based strategies and targeted engagement for effective circular transition in ASEAN.
Objectives
The consultant will:
- Conduct Social Network Analysis and stakeholder mapping across all ASEAN countries, focusing on EPR, waste segregation, and circular business ecosystems.
- Stocktake national and regional circular economy initiatives, EPR frameworks, and waste management collaborations.
- Identify gaps, overlaps, and synergies to foster cross-border partnerships and strategic alignment in waste-related policies.
Scope of Work
- Conduct social media and policy analysis on SSC focal areas.
- Map stakeholders and networks in EPR, waste management, and recycling industries.
- Analyze trends and content related to circular economy across ASEAN over the past 3–5 years.
- Create visualizations and deliver strategic insights for ACESP and regional partners.
- Develop and lead training workshops and a knowledge-sharing toolkit on EPR and circular waste systems.
Key Deliverables
- Inception report with a detailed work plan and methodology.
- Stakeholder classification and SNA maps per ASEAN country.
- Regional stocktaking report of EPR and waste segregation initiatives.
- Visual representations of waste and recycling networks.
- Strategic analysis and final report with policy and engagement recommendations.
- Tailored communication strategies for ACESP.
- Training materials and a toolkit for knowledge exchange on circular practices.
Qualifications
- Doctoral degree in social sciences, environmental policy, waste management, data analytics, or related fields.
- Demonstrated expertise in Social Network Analysis, stakeholder mapping, or circular economy research.
- Track record of ASEAN-focused projects in EPR, recycling systems, or waste management.
- Strong analytical, writing, and presentation skills.
- Familiarity with ASEAN EPR policies, recycling frameworks, and stakeholder dynamics is essential.
Timeline
Phase 1 (Months 1–3): Inception and stakeholder consultations
Phase 2 (Months 4–10): Data collection, SNA, and stocktaking
Phase 3 (Months 10–20): Analysis, reporting, and strategic recommendations
Phase 4 (Months 20–24): Dissemination, training, and toolkit development
Reporting and Supervision
The consultant will report directly to the ACESP Project Manager and submit monthly progress updates throughout the assignment.
