Lao PDR created a vision of a circular future that integrates economic growth with preserving the nation’s distinctive natural environment and culture. This necessitates a systems approach that goes beyond discrete problems or efforts to optimise single installations.
Major opportunities include Lao PDR’s strategic location, hydropower resources, sound agricultural and forestry foundation for building a bio-based economy, potential to increase ecotourism, its low wages, and integration into the ASEAN Community (Association of South East Asian Nations).
The Ministry of Energy and Mines’ Institute of Renewable Energy Promotion, UNDP, and Shifting Paradigms developed the report. A methodical approach has been used, starting with priority formulation based on aspirations for national development and the metabolic profile of the nation and ending with the definition of circular economy policies.
