The Scoping Study was crafted to enhance the Ministry of Natural Resources and Environment’s capacity to integrate Sustainable Consumption and Production (SCP) principles into national development and sectoral action plans in Lao PDR. The development of the Scope study aimed at involving diverse stakeholders and fostering a deeper understanding of SCP. Discussions and recommendations were integral in shaping the National SCP Roadmap, facilitating SCP implementation and promoting Sustainable Development Goals (SDGs) with defined roles and responsibilities, thereby heightening overall awareness in Lao PDR.

The study was spearheaded by the Department of Planning and Finance at the Ministry of Natural Resources and Environment, Lao PDR, in collaboration with UNEP through the Regional Policy Advocacy Component under the SWITCH-Asia Programme, generously funded by the European Union. The team acknowledges the cooperation and support received from various line ministries, national stakeholders, and partners who provided essential data, information, and valuable input throughout the study’s development and finalization. The Department of Planning and Finance team expresses sincere gratitude to both national and international experts for their expert opinions, technical contributions, and coordination efforts that played a crucial role in successfully completing the process.
